DESCRIPTION

Disposal Plan

The University of Alaska (the “University”) intends to offer to qualified individuals or entities the opportunity to harvest timber on the University’s Vallenar Bay parcel.  The Vallenar Bay parcel is located on Gravina Island, west of Ketchikan, as shown on Exhibit A.  The total area for the Vallenar Bay parcel is approximately 1,309 acres.  The timber consists of old growth Sitka spruce, western hemlock, western red cedar and Alaska yellow cedar.  Access to the Vallenar Bay parcel is by floatplane, boat or the newly constructed Vallenar Bay Road which originates from the old Lewis Reef sawmill log transfer facility (“LTF”) also known as the Gravina Island Industrial Complex (GIIC).  Access to University property would require approximately 900 feet (900’) of road construction through state land from the 3000 Road as identified on the State of Alaska Vallenar Bay Road Project No. 54050-4.  Shovel logging or other conventional logging methods could be feasible after the construction of spur roads. The University will consider offers at fair market value to harvest timber from qualified individuals or entities in accordance with the “2019 Vallenar Bay Competitive Timber Sales Disposal Plan Terms and Conditions.” [1]  The University reserves the right to reject any and all offers submitted; to negotiate the terms of any offer submitted; and to select the offer which the University determines to be in the best interest of the University.

The Alaska Department of Fish and Game (“ADFG”) currently identifies one anadromous fish stream on the University’s Vallenar Bay parcel.

The University’s contractors must comply with any applicable laws, orders, ordinances and regulations of federal, state or local authorities (including, but not limited to Federal Environmental Protection Administration (EPA) Alaska Department of Environmental Conservation regulations relating to National Pollutant Discharge Elimination System (NPDES) and storm water pollution prevention plans, the U.S. Army Corps of Engineers, Alaska District, U.S. Fish & Wildlife Service Migratory Bird Management, Alaska Forest Resources and Practices Act (FRPA), Alaska Department of Environmental Conservation (DEC) Regulations, Alaska Worker’s Compensation Laws, and State of Alaska mining permitting and regulations).  Interested parties should thoroughly inspect these parcels prior to submitting an offer to ensure that the parcels are suitable for the parties intended use and to determine all permitting requirements related to that intended use.  The individual or entity of the winning offer will be responsible for obtaining any road use and LTF agreements.

The University is interested in receiving offers from qualified individuals or entities with a proven record of contract compliance in large timber harvest sales; proven experience of harvesting timber, high level of operational efficiency, financial capability to properly complete the project in a timely manner, and a commitment to environmentally sound timber harvest.

The Vallenar Bay Competitive Timber Sale Disposal Plan, including maps and terms and conditions is available online at www.ualand.com or upon written request. Parties interested in commenting or receiving a copy of the Vallenar Bay Competitive Timber Sale Disposal Plan must submit it in writing to the University through its Land Management office by fax at (907) 786-7733, by email at ua-land@alaska.edu, or at either address listed below, by no later than 5:00 P.M. on Monday, March 25, 2019 to be considered. 

Parties interested in submitting offers for timber must do so in accordance with the "University of Alaska 2019 Vallenar Bay Competitive Timber Sale Disposal Plan Terms and Conditions."  Competitive offers must be received at either address listed below, by no later than 5:00 P.M. on Monday, March 25, 2019 to be considered.

The terms and conditions of this offering are available below. The University is accepting sealed offers until 5:00 P.M., Monday, March 25, 2019. An agreement will be negotiated with a successful offeror.
